1. Introduction
Chi Mino Ozhitoowin (“CMO”) is seeking proposals from qualified Human Resources professionals or consulting firms to provide Human Resources (“HR”) consulting services on an as-needed basis.
CMO is an Indigenous-owned, for-profit organization serving and supporting First Nations communities and economic development initiatives throughout Northwestern Ontario. CMO works collaboratively with communities, partners, contractors, and industry stakeholders to support workforce development, engagement, training, construction participation, and organizational growth.
CMO is inviting experienced HR consultants to submit proposals to provide strategic and operational HR support to the organization as required.
2. Purpose of the RFP
The purpose of this RFP is to establish a professional services relationship with an external HR consultant or consulting firm capable of supporting the organization in a flexible, responsive, and cost-effective manner.
The successful proponent will work closely with CMO leadership to provide HR advisory and support services that align with organizational objectives, employment legislation, operational growth, and Indigenous workplace values.
3. Scope of Services
The successful consultant may be required to provide services including, but not limited to, the following:

- Employment standards compliance
- Workplace investigations
- Employee relations support
- Attendance management guidance
- Progressive discipline and performance management
- Conflict resolution and mediation support
- Organizational restructuring guidance
- Succession planning support
Recruitment & Staffing Support
- Job description development
- Recruitment strategy support
- Candidate screening assistance
- Interview participation
- Employment contract development
- Compensation benchmarking and wage analysis
HR Administration & Compliance
- HR file audits and organization
- Legislative compliance review
- Health and safety policy support
- Employee handbook development
- Confidential personnel documentation management
- Guidance on probationary reviews and evaluations
Training & Organizational Development
- Supervisory training
- Workplace harassment and violence training
- Indigenous cultural awareness support
- Leadership development support
- Team development initiatives
Strategic HR Support
- Advice regarding workforce planning
- Support during periods of organizational growth
- Assistance with contract-to-permanent staffing transitions
- HR support for construction, training, and community engagement operations
4. Term of Contract
The anticipated term of the agreement will be:
- Initial term: One (1) year
- Option to renew: At CMO’s discretion for additional terms
This will be an “as needed” engagement and does not guarantee a minimum amount of work.
5. Proponent Qualifications
Proponents should demonstrate:
- Experience providing HR consulting services in Canada
- Knowledge of Ontario employment legislation
- Experience working with Indigenous organizations and/or communities
- Experience supporting growing organizations
- Strong understanding of confidential HR matters
- Experience supporting construction, training, non-profit, or economic development environments is considered an asset
- CHRP, CHRL, CHRE, or equivalent designation preferred
